If you're going to build your own bike I'd aim to use a bigger engine.
10hp bikes tend to be real good on fuel (typically 150mpg+) but if you want to attain reasonable speeds then I'd plum for an engine that gives you nearer 20hp. The fuel economy will be better than most petrol machines and it will be powerful enough not to to drop off on long hills. I found my RE 350 isn't able to pull too well in these conditions. My new 850 twin is much more fun
