Because your filter is open all round you will hear the intake howl from all directions. As a test, if possible place the air intake inside a larger circular enclosure (Tupperware) with a large inlet hole at the bottom this should cut the noise down quite noticeably.

Spotted a flexible hose with a flange on the end and a 90 degree bend from an old hoover I had. Perfect for the task, I now have a bolt on filter with a 8inch extension hose, now I just need to mount it behind the engine.
