Sound reasonable for a brand new engine?
I'm running a 25 tooth on the output and the gearbox cog is an 18 tooth.
I have downsized to a 18" rear wheel which should lower RPM at top speed slightly.
The fuel limiter I thought was for acceleration so shouldn't affect the top speed?

'92 Enfield + Hatz 1B40: street legal, weld up stainless exhaust, check engine rpm and change final drive sprocket.

Snoopy, with a 19 inch rear wheel & standard tyre, an 18 gearbox sprocket will give 58.3 mph @ 3600. Although this is slightly beyond the capabilities of a 406 yanclone on dead level ground & calm conditions. (I'm assuming this is the engine you have from the power quoted) - although my 406 is rated at 8.8 bhp max.
With an 18 inch wheel, you are probably geared the same as if you had a 19 inch wheel & 17 sprocket, which works out at 55.07 mph @ 3600. So it sounds to me as if your engine is hitting its full rated rpm, & your bike is going as fast as its ever going to at normal maximum engine revs. Your gps seems to confirm it.
