what is needed to make these oil tight, is is just to replace the felt seal on the output shaft with an oil seal such as one from Price parts:

I think mine is fairly oil tight (have not rechecked level yet) and I just replaced the bearings with closed rubber versions. There was horrible brown goo in there and I have replaced it with GL5. Allegedly the grease is meant to seal the gearbox from the inside and the oil to top it off is for lubrication, but I havent added grease to my box. The real test will be replacing what is in it with pure GL5. If it still doesnt leak it's really oiltight 
Anorak_Ian also had to replace a lay shaft, his version had splines that went halfway under the bearing. My layshaft was different (newer). (1992).
